To sign-in to Sticky Notes in Windows 10, do the following. New notes won't be synced until you sign in. Otherwise, your notes will be stored locally. Once you sign-in with your Microsoft Account to Sticky Notes, you'll be able to sync your notes to the cloud.
You can choose which notes to stick to your desktop or tuck them away and find them again easily with search.
